8.                  REJECTION OF BID AND AUTHORIZATION FOR STAFF TO READVERTISE THE CITYWIDE MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) AND TREATMENT CONTROL BEST MANAGEMENT PRACTICE (BMP) INSPECTION AND MAINTENANCE PROGRAM: Request Council reject the sole bid for the Citywide Separate Storm Sewer System (MS4) and Treatment Control Best Management Practice (BMP) Inspection and Maintenance Program. Staff is re-evaluating the Request for Proposal's scope relative to the permit's requirement; and request Council authorize staff to readvertise the project with a reduced and restructured scope of work

9.                  LEASE WITH ESCONDIDO SUZUKI FOR REAL PROPERTY LOCATED AT 165 EAST LINCOLN AND THE LANDSCAPED PORTION OF THE CORNER AT BROADWAY AND STATE ROUTE 78 Request Council authorize the Real Property Manager and City Clerk to execute a Lease Agreement with Frank Turlo, owner of Escondido Suzuki, for property located 165 East Lincoln and corner of Broadway and State Route 78

            RESOLUTION NO. 2009-56

10.              BIOSOLIDS HAULING AND DISPOSAL CONTRACT FOR HALE AVENUE RESOURCE RECOVERY FACILITY (HARRF) Request Council authorize the Mayor and City Clerk to execute a three year contract with Terra Renewal Services for the hauling and disposal of the HARRF biosolids for beneficial reuse

11.              ESCONDIDO CANAL UNDERGROUNDING FEASIBILITY STUDY Request Council authorize the Mayor and City Clerk to execute a Consulting Agreement with Black & Veatch Corporation, in the amount of $232,710, for engineering services to perform a study investigating the feasibility of undergrounding a portion of Escondido Canal between Lake Henshaw and Lake Wohlford. The cost is to be split equally between Escondido and Vista Irrigation District

17.              REQUEST TO ACCEPT DEVELOPMENT PLAN SUBMITTED BY URBAN HOUSING COMMUNITIES (UHC) AND APPROVAL TO ALLOCATE AFFORDABLE HOUSING FUNDS FOR THE ELDER PLACE REDEVELOPMENT PROJECT Request Commission Review and (1) Accept the Development Plan submitted by Urban Housing Communities (UHC) for the production of a minimum 55 multifamily affordable housing units; (2) Approve an allocation of present and future affordable housing funds in an amount not to exceed $4,500,000 to Urban Housing Communities (UHC); and (3) Authorize the CDC Chair and Secretary to execute the necessary agreements in form approved by the City Attorney

Electronic media which members of the public wish to be used during any public comment period should be submitted to the City Clerk’s Office at least 24 hours prior to the Council meeting at which it is to be shown. 

 

The electronic media will be subject to a virus scan and must be compatible with the City’s existing system.  The media must be labeled with the name of the speaker, the comment period during which the media is to be played and contact information for the person presenting the media. 

 

The time necessary to present any electronic media is considered part of the maximum time limit provided to speakers.  City staff will queue the electronic information when the public member is called upon to speak.  Materials shown to the Council during the meeting are part of the public record and may be retained by the Clerk.
