The City Council hires a City Manager to help them make sure that the laws and plans for the future are being followed.

It is the City Manager's job to give advice to the City Council and hire people such as police officers, firefighters, road workers, rangers, librarians, and office workers. It is also the City Manager's job to make a budget. The budget says where the City will get money and how the City will spend its money.

When a City has a City Council and a City Manager, they have a Council-Manager form of government. That is what we have in Escondido.
